Basically parliament was seeking to restrict access to polling stations abroad such as just having them at embassies or consulates.This has been amended for EU states.They were also seeking to reduce the vote of the mainly Turkish MRF and DOST parties, who get many votes from Bulgarians living in Turkey.
They are also seeking to hold the referendum (on other electoral changes) to August when many people are on holiday and so the threshold to make the referendum results binding will not be reached.These include reducing the number of MP's and having a majority voting system.Turkeys obviously don't vote for Christmas :).
